State Auditor says City of Manly continues to violate sections of Iowa Code

DES MOINES — State Auditor Rob Sand says the city of Manly continues to violate sections of Iowa Code in managing the city’s finances and segregation of duties.

Sand released an agreed-upon procedures report on Wednesday, saying that there were 16 findings released to the receipt and disbursement of taxpayer funds, including the lack of segregation of duties, lack of complete bank reconciliations, disbursements exceeding budgeted amounts, and meeting minutes not being published in a timely manner for the period of July 1st 2022 to June 30th 2023.

Sand says 11 of those findings are repeated from a previous year’s report. Sand says the Manly City Council has a fiduciary responsibility to provide oversight of the city’s operations and financial transactions.
