Army veteran, nursing school executive Dolter running for Congress against Hinson

ASBURY — A retired Army nurse from northeast Iowa has announced she’s seeking the Democratic nomination for the second district congressional seat currently held by Republican Ashley Hinson in 2026.
Kathryn Dolter served 20 years on active duty in the US Army and three years in the reserves, retiring as a lieutenant colonel and earning the Legion of Merit and Order of Military Medical Merit.
Dolter worked as an assistant professor of nursing at the University of Iowa College of Nursing before leading the University of Dubuque’s nursing department, directing Mount Mercy University’s graduate nursing program and serving as Kirkwood Community College’s dean of nursing for ten years.
She currently serves on the Dubuque County Board of Health and holds a semi-retirement position at Mount Mercy University’s college of nursing and health.
Dolter is the only Democrat to have an active campaign in the second district after former US Attorney Kevin Techau ended his campaign in June.
Dolter currently lives on the west side of Dubuque in the town of Asbury.
The second district includes Cerro Gordo, Worth, Floyd, Mitchell and Butler counties in our immediate listening area.
