Iowa House Democrats Propose 4% Limit on Annual Property Tax Increases

Iowa House Democrats are rolling out a property tax proposal that would cap annual residential property tax increases at four percent and freeze property taxes for homeowners age 65 and older.
Representative Dave Jacoby of Coralville says the goal is to give Iowans more certainty as property values rise. Democrats describe the plan as a way to limit big jumps in tax bills while still allowing cities, counties, and school districts to maintain services.
Democrats say their four-percent cap would not take effect until 2027. In the meantime, they’re proposing $1,000 rebates for homeowners and $500 rebates for renters in each of the next two years, along with an immediate tripling of the state’s homestead tax credit.
Jacoby says the senior freeze is aimed at helping older Iowans on fixed incomes stay in their homes. House Minority Leader Brian Meyer also says Democrats will propose a significant increase in the Iowa Finance Authority’s down payment assistance program for first-time homebuyers.
Governor Kim Reynolds has indicated she plans to release her own property tax plan later this month. The 2026 legislative session begins next Monday, and Reynolds is scheduled to deliver her “Condition of the State” address on Tuesday, January 13.
