Floyd County Medical Center Expansion Over 80% Complete, New Staff Members Added

A $40 million dollar expansion and remodeling project at Floyd County Medical Center (FCMC) continues on track.

A FCMC social media post Tuesday (01.27) indicated that construction was 84% complete and still on schedule with all major milestones.

Chief Operating Officer Jon Perin says progress is to the point they’re almost ready to start using a portion of their new clinic.

It’s the largest expansion of the Charles City hospital since it was built in 1965, with completion expected by late spring/early summer.

FCMC also recently announced the addition of Kerstin Steege as the senior director of specialty care services and market development, with Ashlyn Rottink becoming the new director of quality and risk management.

Steege, a Luther College grad, most recently served as the director of operations for Cedar Valley Medical Specialists. Her background includes leading cross-functional teams through operational improvements, supporting physician recruitment and retention, strengthening referral networks, and developing community partnerships.

FCMC adds that Steege’s experience in strategic planning, provider engagement, and market development will support the continued growth of the hospital’s specialty services.

Rottink most recently served as lead quality specialist at Waverly Health Center, where she partnered with leaders across the organization to enhance patient outcomes, strengthen reporting processes, and support compliance efforts. She holds a Bachelor of Science in Nursing (BSN) from UnityPoint Health – Allen College and a degree in Biological Systems Engineering with an Agronomy minor from Iowa State University, bringing a unique blend of clinical expertise and analytical training. 

Rottink’s background also includes critical care and telemetry nursing, giving her a well-rounded understanding of both clinical operations and quality systems.

Ashlyn Rottink, RN has joined Floyd County Medical Center (FCMC) as the new director of quality and risk management.

Ashlyn brings strong experience in quality, regulatory readiness, and performance improvement.

She most recently served as lead quality specialist at Waverly Health Center, where she partnered with leaders across the organization to enhance patient outcomes, strengthen reporting processes, and support compliance efforts

Kerstin Steege has joined Floyd County Medical Center (FCMC) as the senior director of specialty care services and market development.

“FCMC is happy to welcome Kerstin to our team,” shared Jon Perin, MHA, chief operating officer at FCMC. “Kerstin is joining us during an exciting and pivotal time of growth at our hospital. Her expertise will help us continue to expand our specialty services and help more patients throughout northern and northeastern Iowa.”

Kerstin brings extensive experience in specialty care operations, outreach development, provider relations, and strategic growth within both hospital and multi-specialty clinic settings.

Most recently, Kerstin served as the director of operations for Cedar Valley Medical Specialists, where she oversaw multiple specialty clinics, managed outreach operations, and served as a key liaison between executive leadership, physicians, and departmental leaders.

Throughout her career, Kerstin has been recognized for building strong relationships, fostering open communication, and creating highly collaborative environments.

Her background includes leading cross-functional teams through operational improvements, supporting physician recruitment and retention, strengthening referral networks, and developing community partnerships.

Kerstin’s leadership philosophy centers on authenticity, transparency, and teamwork—values that align closely with FCMC’s mission and commitment to providing exceptional, personalized health care with compassion. Her experience in strategic planning, provider engagement, and market development will support the continued growth of FCMC’s specialty services.

Kerstin is a graduate of Luther College, where she earned her Bachelor of Arts in Business Management.
