Work Release Inmate Fails to Return to Waterloo Facility

WATERLOO, Iowa — Authorities are searching for Mark Desmond Kelly, a work release inmate who failed to return to the Waterloo Residential Correctional Facility as required on Sunday, Feb. 8, 2026.
Kelly, who was serving time following convictions for Robbery in the Second Degree, Theft in the First Degree, and Possession of a Controlled Substance (methamphetamine) in Black Hawk County, did not report back to the facility after being authorized to leave.
According to officials, Kelly was admitted to the work release program on Nov. 6, 2025.
Kelly is described as a 54-year-old Black male, standing 5 feet 7 inches tall and weighing approximately 209 pounds.
Authorities are asking anyone with information regarding Kelly’s whereabouts to contact local law enforcement immediately.
