Career Offender Sentenced to 19 Years in Federal Prison for Meth Trafficking

SIOUX CITY — A Fort Dodge man with an extensive criminal history has been sentenced to nearly two decades in federal prison for trafficking methamphetamine in the Fort Dodge area.

Otis Lamont Foy Jr., 29, was sentenced February 12, 2026, to 19 years in federal prison after previously pleading guilty to conspiracy to distribute methamphetamine following a prior conviction for a serious drug felony. Foy entered his guilty plea on July 17, 2025.

According to evidence presented at the plea and sentencing hearings, Foy and others distributed more than three pounds of methamphetamine in the Fort Dodge area between February and April 2025. Authorities said a cooperating individual working with law enforcement made multiple controlled purchases of methamphetamine from Foy during the investigation.

Law enforcement officers later executed a search warrant at Foy’s residence, where they located marijuana, cash, and drug paraphernalia.

Foy was classified as a career offender based on his prior felony convictions. In 2016, he was convicted of felony domestic abuse assault impeding normal breathing or circulation of blood. In 2020, he was convicted of felony possession with intent to distribute methamphetamine.

United States District Court Judge Leonard T. Strand handed down the sentence in Sioux City. In addition to the 19-year prison term, Foy must serve a 10-year term of supervised release following his incarceration. There is no parole in the federal system.

Foy is currently being held in the custody of the United States Marshals Service pending transport to a federal correctional facility.

The case was prosecuted by Assistant United States Attorney Patrick T. Greenwood and investigated by the Iowa Division of Narcotics Enforcement and the Webster County Sheriff’s Office.

Court file information is available through the U.S. District Court for the Northern District of Iowa under case number 25-CR-03016.
