Governor Reynolds Enacts Series of Bills Impacting State Agencies, Law, and Infrastructure
DES MOINES, IA — Governor Kim Reynolds has signed a broad package of legislation into law, approving a series of bills addressing issues ranging from government rulemaking and international trade to public safety, energy infrastructure, and health policy.
Among the measures signed is SF 2463, which updates the executive branch rulemaking process, including agency procedures, regulatory review, and rule readoption. Another notable bill, SF 2411, establishes an Iowa-Ireland Trade Commission aimed at strengthening economic and cultural ties between the state and Ireland.
Several bills focus on public safety and regulatory oversight. HF 2202 updates controlled substances schedules and reporting requirements, while HF 2337 targets fraudulent practices involving academic credentials and professional licenses. HF 2303 addresses regulation of professional and amateur kickboxing under the state commissioner of athletics.
Infrastructure and energy-related legislation also made up a significant portion of the signed bills. HF 2227 deals with land restoration following the construction of electric transmission lines, and HF 2583 outlines emergency planning requirements for transmission line owners. Additionally, HF 2643 requires reporting of gasoline and diesel fuel sales by retail dealers.
Other measures signed into law include:
- HF 2296, restricting counties and cities from issuing local identification forms
- HF 2434, addressing insurance coverage tied to out-of-network referrals
- HF 2619, creating the Uniform Family Law Arbitration Act
- HF 2660, relating to estate matters such as deposit accounts and small estate affidavits
- HF 2680, concerning certified medication aides
- HF 2697, addressing restitution, damages, and prosecution costs
Additional legislation covers topics such as state contracts, retirement systems, insurance policies for public officials, animal feeding operations, and technical statutory corrections.
The newly signed laws reflect a wide-ranging legislative agenda impacting multiple areas of state governance and policy.
