WATERLOO, Iowa — Authorities are asking for the public’s help in locating a work release resident who failed to return to a correctional facility earlier this week.
Mark Desmond Kelly did not return to the Waterloo Residential Correctional Facility as required on Monday, April 27, 2026, according to the Iowa Department of Corrections.
Kelly is currently serving time in Black Hawk County for second-degree robbery and first-degree theft. He had been admitted to the work release facility on Nov. 6, 2025.
Officials describe Kelly as a 55-year-old Black male, standing 5 feet 7 inches tall and weighing approximately 209 pounds.
The Iowa Department of Corrections is urging anyone with information about Kelly’s whereabouts to contact local law enforcement.
