Gov. Reynolds Signs Series of Bills into Law

DES MOINES — Gov. Kim Reynolds signed a wide-ranging package of legislation into law Thursday, addressing issues spanning education, veterans services, state employment, healthcare, and business regulations across Iowa.

Among the measures signed was House File 2491, which provides a waiver of tuition and mandatory fees at Iowa’s regent universities for certain veterans with service-connected disabilities. Another workforce-related bill, House File 2502, establishes paid parental leave for state employees.

Several bills focus on regulatory and administrative updates. House File 2485 makes changes to laws governing motor vehicle dealers, including provisions on vehicle rights, record storage, and remote sales. Senate File 413 updates requirements for state bank boards and addresses electronic banking activities.

Education and higher education policy were also included. House File 2539 repeals certain programs and makes additional changes related to higher education, while House File 2707 addresses the alignment of Health and Human Services programs, including services for aging and disability populations.

Other notable legislation includes House File 2523, which establishes the right of a parent or guardian to consent to certain medical services for a minor over the child’s objection, and House File 2527, which limits civil or criminal liability tied to the effects of greenhouse gas emissions.

Additional bills signed into law include:

  • House File 704, relating to the Iowa Propane Education and Research Council
  • House File 2706, addressing judicial officers and compensation
  • Senate File 140, concerning satellite absentee voting stations
  • Senate File 490, adjusting power limits for low-speed electric bicycles
  • Senate File 2184, related to medical licensing
  • Senate File 2448, covering residential real estate disclosures and records access

Reynolds’ office said the legislation reflects continued efforts to update state policy, support Iowa families and veterans, and streamline government operations.
