Reynolds signs bills addressing domestic abuse protections, judicial safety and child welfare

DES MOINES — Gov. Kim Reynolds signed eight bills into law Wednesday, covering issues ranging from domestic abuse protections and child welfare to judicial security and consumer protections.

Among the measures signed was House File 523, which allows peace officers to petition for emergency protective orders on behalf of individuals seeking relief from domestic abuse. Supporters say the change could help victims receive faster protections in urgent situations.

The governor also signed House File 648, establishing a licensed sedation provider host permit for dentists, and House File 703, which addresses information related to certain state and federal student loan programs.

Several of the bills focused on child welfare and public safety. House File 2256 exempts a parent’s or legal guardian’s inability to access appropriate behavioral or mental health treatment for their child from the legal definition of child abuse. House File 2360 makes changes related to child endangerment laws.

Senate File 2280 expands protections for individuals involved in the judicial system, including lawmakers, judges and attorneys. The measure authorizes certain public officials to obtain professional permits to carry weapons and creates criminal penalties for threatening or maliciously sharing personal information about lawmakers, judicial officers or their immediate family members. The bill also classifies true threats against public officials as harassment.

Reynolds also signed Senate File 2296, which relates to digital financial kiosks and modifies civil penalties connected to their operation.

Another broad public safety measure, Senate File 2379, updates victim protections involving victim counselors, protective orders, sex offender registration, restitution and the rights of sexual abuse victims. The legislation also includes provisions related to mental competency and civil commitment.

The bills take effect according to timelines outlined in each measure.
